Jeffcom’s operations are made possible by the dedicated staff of 136 Emergency Communications Specialists and supervisors. The dispatch operation is supported by a staff of Leadership, Administrative, Training, and Information Services personnel.

Leadership

Executive Director Jeff Streeter

Jeff Streeter has led Jeffcom as the Executive Director since the height of consolidation efforts in 2017. Prior to joining Jeffcom Director Streeter retired as the Chief of Police for the Town of Lone Tree after previously retiring from the Lakewood Police as a Commander. Jeff has a Bachelor's Degree in both Criminal Justice and Sociology. He is also a graduate of the FBI National Academy Class #241 (Advanced Leadership Training).

Deputy Director of Operations Jennifer Sandoval

Jennifer Sandoval joined Jeffcom as a transitioning employee from Jefferson County Sheriff. Prior to joining Jeffcom full-time, Jennifer also served as the Manager of Dispatch Operations for the Jefferson County R-1 School District's communications center. As the head of the Operations Department, Jennifer is responsible for all aspects of Jeffcom's call taking and emergency dispatch functions. Jennifer is a certified Emergency Number Professional (ENP) and has completed the Certified Manager Certification Program (CMCP).

Deputy Director of Information Technology Kevin Biegert

Kevin Biegert joined Jeffcom in 2017. As the head of the Information Technology Department, Kevin oversees a team of diverse technology professionals who ensure Jeffcom is state-of-the-art. Prior to Jeffcom, Kevin worked as a dispatcher for Jefferson County Sheriff and served in the United States Navy as a Cyber Warfare Technician. He holds a Bachelor's degree in Fire and Emergency Services Administration, a Master's Degree in Information Technology Management, and is a Certified Information Systems Security Professional (CISSP) as well as a Certified Information Security Manager (CISM).

Deputy Director of Support Services Gina Ramirez

Gina Ramirez joined Jeffcom as a Communications Supervisor and transitioning employee from the Lakewood Police Department. As a Supervisor, Gina quickly distinguished herself as a leader and was promoted to Operations Manager in 2019. Now the head of the Support Services Department, Gina oversees Jeffcom's Training, Quality Assurance, and Records Divisions. She holds a Bachelor's degree in Criminal Justice, a Master’s Degree in Organizational Leadership, and is certified as an Emergency Number Professional (ENP). She has also completed the Certified Manager Certification Program (CMCP).

Operations Manager Jennifer Gustin

Jennifer Gustin joined Jeffcom as a transitioning employee from Jefferson County Sheriff. Jennifer promoted through the ranks of Jeffcom, starting as an Emergency Communications Specialist, Communications Supervisor, and Operations Manager. Jennifer is the operational team coordinator for the Jeffcom Incident Dispatch Team (IDT) and has completed the Certified Manager Certification Program (CMCP).

Human Resources Director Gayle Johnston

Gayle Johnston joined Jeffcom in 2019 as the Executive Assistant to the Executive Director. In 2024, she was promoted to Human Resource Director, bringing a wealth of knowledge and experience to the role. Gayle studied Human Resource Management at the University of Southern New Hampshire, is a SHRM-CP certified professional, and serves on the Board of Directors for PSHRA.

Training Manager Laurel Strandberg

Laurel Strandberg joined Jeffcom as a Communications Supervisor and transitioning employee from the Lakewood Police Department. In addition to serving as a Communications Supervisor, Laurel has worked as a Scheduling Coordinator and was promoted to Training Manager in 2021. Laurel utilizes her organizational skills and innovation to manage a variety of training modalities at Jeffcom. Laurel holds a Bachelor’s degree in Business Administration and is certified as an Emergency Number Professional (ENP), Registered Public-Service Leader (RPL), and has completed the Certified Management Certification Program (CMCP).

Technology Program Manager Ethan Honaman

Ethan Honaman joined Jeffcom as a Data Analyst in 2018. As the Technology Program Manager, Ethan champions research and development and project management efforts to implement new and innovative technologies at Jeffcom. He also oversees the records and data services divisions. Prior to joining Jeffcom, Ethan worked as the Guest Relations Manager for the Denver Broncos. He holds a Bachelor's degree in Business.
